Dr Choong graduated from National Defense Medical Centre Taiwan in 1989. He completed his specialty training in Taiwan and became board certified specialist in 1994.

He completed his fellowship training in Neonatology and Paediatric Chest Medicine in Veterans General Hospital KaoHsiung. He was also a clinical lecturer in National Defense Medical Centre and National Yang Ming Medical College. Dr. Choong had published over 20 articles in Journal of Paediatrics & Neonatology.
